They provide a link between the real world and software running on some host computer.  The U12/U3/U6/UE9 cannot do what you describe by themselves, as without software on a computer somewhere they do very little.

A way to do what you describe would be to take a Linux SBC such as the TS-7500 and connect it to a U3.  This gives you a networkable and programmable Linux computer with real-world I/O.
